<\/p>\n

Europe could turn more of its scientific discoveries into new technologies, products and businesses by changing the way it funds innovation and supports researchers, according to a new Policy Forum published in Science<\/i><\/b>.<\/p>\n

\n

The paper, Enhancing Europe\u2019s Competitiveness by Empowering Researchers as Innovators<\/i>, calls for a more continuous route from fundamental research to commercialisation, simpler funding procedures and greater recognition of entrepreneurship within universities. It argues that persistent institutional and funding barriers prevent scientific excellence from generating its full economic and societal impact. <\/span><\/p>\n<\/div>\n

\n

The work is an initiative of INPACT!<\/b>, a network launched in 2023 that brings together more than 120 scientist-innovators from over 20 countries in the European research area<\/b>, mainly European Research Council grantees. It combines researchers\u2019 direct experience with economic analysis of European funding programmes to identify reforms that could strengthen Europe\u2019s ability to translate research into innovation. <\/span><\/p>\n<\/div>\n

In Italy, researchers from several institutions contributed to the discussion: Italian Institute of Technology (Istituto Italiano di Tecnologia), IMT Lucca, Politecnico di Torino, Politecnico di Milano, and Universit\u00e0 Bocconi.<\/span><\/p>\n<\/div>\n

\n

Connecting research and innovation<\/span><\/b><\/p>\n<\/div>\n

\n

The analysis focuses on Horizon Europe<\/b>, the European Union\u2019s research and innovation programme for 2021\u20132027. The authors argue that funding remains fragmented and that discoveries with commercial potential can encounter administrative gaps between European Research Council (ERC) Proof of Concept grants<\/b>, which help researchers explore practical applications, and European Innovation Council (EIC)<\/b> programmes supporting technology development and business growth. <\/span><\/p>\n<\/div>\n

\n

One of the main proposals is to bring ERC Proof of Concept grants under EIC governance<\/b>, creating a more continuous pathway from scientific discovery to technology development and commercialisation. According to the authors, this could reduce repeated evaluations, simplify transitions between programmes and make support more predictable for researchers and investors. <\/span><\/p>\n<\/div>\n

\n

\u201cEurope has extraordinary scientific talent, but too often we lose momentum between discovery and application. We need a more continuous pathway that allows promising ideas to move from fundamental research towards technologies, companies and solutions capable of generating economic and societal impact,\u201d <\/b>says Dario Polli, <\/b>Professor at Politecnico di Milano and one of the lead authors of the Policy Forum.<\/span><\/p>\n<\/div>\n

\n

The Policy Forum also calls for stronger support for early-stage, high-risk innovation<\/b>. Combined annual funding for the EIC Pathfinder and Transition programmes is currently approximately \u20ac500 million<\/b>, while their programme-management capacity remains limited compared with advanced research agencies in the United States. The authors recommend reallocating resources towards breakthrough innovation and giving independent programme managers greater authority to guide promising projects. <\/span><\/p>\n<\/div>\n

\n

\u201cEurope is caught in a middle-technology trap<\/i>: we specialise in mature industries such as automotive and industrial machinery, while frontier sectors such as AI and biotechnology remain too small. To strengthen Europe\u2019s competitiveness and strategic autonomy, we must rebuild the pipeline from scientific discovery to market-funding the best ideas and enabling researchers and innovators to turn today\u2019s breakthroughs into tomorrow\u2019s high-tech industries,\u201d says Giorgio Presidente<\/b>, researcher at Institute for European Policymaking at Bocconi University.<\/span><\/p>\n<\/div>\n

\n

Simpler applications and support for excellent unfunded projects<\/span><\/b><\/p>\n<\/div>\n

\n

The authors also argue that European funding applications should be shorter and assessed more directly on the substance of the idea and its potential use.<\/span><\/p>\n<\/div>\n

\n

They propose that national funding agencies make multi-year commitments to support excellent projects that successfully pass European evaluation but cannot be financed from the available EU budget, extending the approach already used through the Seal of Excellence<\/b>. <\/span><\/p>\n<\/div>\n

\n

Europe does not have a problem with the quality of its research. What it needs is to create better conditions for excellent research to translate more readily into innovation and value for society. This means supporting researchers not only in generating new knowledge, but also in protecting, developing and transferring it, recognising entrepreneurship and technology transfer as fully legitimate components of the scientific mission. For our institutions, this is also an opportunity to rethink incentives, skills and career paths, creating an environment where those who choose to turn a discovery into a technology or a new venture are supported in their academic careers,\u201d<\/span><\/i> says Gianni Ciofani<\/b>, co-author of the Policy Forum, coordinator of IIT\u2019s Center for Materials Interfaces in Pontedera (Pisa), and recipient of multiple European Research Council grants<\/b>.<\/span><\/p>\n<\/div>\n

\n

Universities must recognise researchers as innovators<\/span><\/b><\/p>\n<\/div>\n

\n

Reforming European funding alone will not be enough, the authors argue. Universities and technology transfer offices also need to create conditions in which researchers can pursue innovation without being forced to choose between an academic career and entrepreneurship.<\/span><\/p>\n<\/div>\n

\n

The Policy Forum recommends greater recognition of entrepreneurship in academic careers, improved intellectual-property management and clearer routes to patents, industrial partnerships and spin-offs, together with better access to mentoring and entrepreneurial expertise. <\/span><\/p>\n<\/div>\n

\n

These reforms, the authors stress, would not by themselves resolve Europe\u2019s wider constraints in venture capital, regulation and business expansion. However, a more coherent system linking scientific research, technology development and entrepreneurship could help Europe capture more of the economic and societal value generated by its research base. <\/span><\/p>\n<\/div>\n

\n

\u201cTo translate more scientific discoveries into new technologies, products, and services that reach the market, we would benefit from a clearer pathway in our institutions, with well-defined steps, predictable timelines, and streamlined procedures. Making the entire process easier to navigate could empower more of us to transform knowledge into solutions for society. I strongly believe that embracing innovation can give new momentum to our careers, reshape how we approach our work, and enable us to play a strategic role in strengthening Europe\u2019s global competitiveness while addressing unmet societal needs.\u201d says Amanda Silva Brun, <\/b>Director of research at the CNRS and one of the lead authors of the Policy Forum.<\/span><\/p>\n<\/div>\n
